I love that people are saying that they're African lions, ergo they should be African race, yet no-one thinks it's weird that the aforementioned African lions (and other animals) don't have African accents in the actual film. If Disney can interpret African animals as having mostly American/British accents then I think we can forgive humanised versions as being whatever race the artist wants to make them too.

And the story of TLK is based on Shakespeare, so... It was hardly an African folk tale.

Because voice doesn't matter so much? Most people are not going to recognise real african accents and I highly doubt Disney will forgo english all together and put in subtitles.

They speak english for the little english audience. Accents have no bearing on race and just reflect where you grew up. Skin colour however, tends to be linked to race.

Does it not matter that at least two of the American/British accents were done by black actors? Voices aren't a great indicator.
