I don't recognize the scene so I'm not sure what's going on here. Is he melding with Kirk while Kirk's unconscious, i.e. without Kirk's consent?

Nope. In that scene, Kirk is mourning a girl who just died (I believe she was an android who couldn't handle the emotions of choosing between Kirk and her creator). Spock wipes Kirk's memories so he forgets the girl.

I think I remember that ep. Was that the one with the guy who played Lurch on The Addams Family and the really unconvincing styrofoam rocks and stalagmites?

Anyway, I can see how that's skeevy.

I can't actually answer that as I've only ever seen the animated Adams Family. And lots of episodes had unconvincing special effects considering when the show was made and their budget.

But yes, I can see how the OP finds that skeevy, though I'm not sure if I do or not. I'd have to go back and watch the episode again.

It's sort of creepy, but I don't get how it's a specifically "60's" issue?

I think it's that society as a whole is becoming more cognizant of consent issues even in deeply held friendships where unstated consent might exist but is not obvious to outsiders.
