Actually, when you said obscureish history stuff, I have to wonder what OP thinks of Kate Beaton and Hark A Vagrant. Because that is, like 80% stuff you have to explain or else have REALLY paid attention in history class (and possibly be Canadian for).

The Newfoundland comic always cracks me up, though.

I'm not familiar with Scandinavia and the World, but Beatin tends to do very silly things with historical characters. Rather than basing jokes on historical events, she sometimes uses historical figures to make jokes.

I hope that makes sense.

Yes, that's a fair summary. But you still have to know who the hell the historical people she's referring to are for the jokes to be as funny. They're usually still funny, because, say, holding a baby upside down (in a silly comic) is funny, but the full impact of the joke doesn't really work without the knowledge of who what and why.

SatW is kind of the same (not in quality, HaV is LEAGUES ahead)--it's still wacky reading, but background knowledge gives the joke its kick.

I'm not always aware of the exact context of Beaton's stuff either, but her jokes don't rely completely on them, IIRC. Humon's stuff doesn't strike me as funny, period... but that may be due to the racism more than anything else.

I find the occasional comic funny or insightful, but the racism and occasional blatant misinformation/misunderstanding of some countries overshadows all of that.
