In defense of the TARDIS (never thought I'd start a sentence that way), I don't think she is always in charge of where she goes. I think some of it may just be bad piloting by the Doctor. I just don't think that, every single time, she sits there and thinks "Oh, this is where I want the Doctor to go." I think that some of his mistakes are just due to his own crappy piloting.

Interesting question though.

Yeah. And maybe sometimes she genuinely doesn't know where she's going or whether there's a crisis going down.
