I think it's mostly mocking either bad reporting, or it's mocking real life. I don't think it's ever mocking news - it's using fake news as a platform to make jokes about everyday life, about politics, about sports, about all the things news covers. But I don't think the news itself is usually the butt of the joke, except in a few cases.

See, my feeling is that when you take fake stories and treat as if they are real news, that's the very essence of mocking news, to me.

I think that it may depend on how you view it. One my favorite articles by The Onion [and one of the first I ever read] was a column 'written' by a bottle of whiskey that was obviously poking fun at some of the things people who get completely smashed do [drunk texting/calling, etc].

So, maybe I'm overly influenced by that one, but I've always viewed it poking fun at the news/some of the things people consider news ["New family's house groans at night; sounds like great grandfather" type of stuff] than out and out mocking it.

But that's just my take so eh.
