I think you can do this with spans and title attributes for the span.

Here's an example. When you hover over the Japanese there should be a title popup that says "Hello. My name is Sara."

こんにちは。私の名前はサラです。

Here's the code for it:

<span title="Hello. My name is Sara.">こんにちは。私の名前はサラです。</span>

This is the most basic, but I don't know how well it will handle huge chunks of text. And of course browsers vary on popup. I am using firefox and it pops up just fine.

Speaking as someone who's used it in journal-based RP while playing a pokemon... it handles just fine for stuff up to at least a good-sized paragraph or two, at which point you ought to be doing separate spans for each anyway.
