Is he a natural blond or does he just have really light/sparse eyebrows?

They're just very sparse. There's a tumblr for giving him eyebrows, and some of them do really weird things to his face.

I was blonde when I was born, but my hair went darker as I aged. The exception is all my pre-puberty body hair; my eyebrows, legs, and arms all still have very blonde, very fine hair.

Tl;dr, without the TMI: I have brown hair and the same eyebrows as Matt Smith.
