I think part of the problem is that Cat is super resentful of Jon and Jon is resentful of Cat, so it makes it really unclear how they publicly treat each other. Between that, it's easy to assume that Cat treated him poorly (as opposed to just ignored a child that wasn't hers), but we don't have any hard evidence that she did.

GRRM has stated that she didn't treat him badly (aside from keeping her distance) besides that one time. So, it's actually much easier to assume that she wasn't awful 99% of the time.

The unfortunate part about that is I don't think we actually saw that happening. So, yeah, Word of God, but most people are going to go with what they assume from seeing in the book.
