Performance reviews like that are popularity contests, and not actually based on, y'know, your performance. You do have the right as an employee NOT to sign the thing, however, and if they give you any pushback about it, stick to your guns. They CANNOT fire you for not signing a performance review that you feel is unfair, and if they do so, you trot immediately down to your nearest labour relations board, and tell them what's been going on. Bring copies of both evaluations.
