I do prefer Stabler to Rollins, but I think that's at least partially because she felt really thrown in at first, like they were really rushing to establish her backstory in such a short amount of time that it felt like 'oh god, here we are with another Spunky Southern Gal character, oh, her vice is gambling, of course it is, random sister for the obligatory family issues, gotcha.

However, the show's been going on a long time, and...there's only so much that the writers can do when they're limited to SVU cases but also have to keep away at least somewhat from things they've already done and from things that are going to offend and alienate the prime-time viewers that keep the show going (a lot of whom are like my parents, who are content to believe that one of the morals of the story is that Sex is Dangerous and Will Get You Killed)...and there are only so many episodes one can have around a certain type of case when it feels more like they're going the RIPPED FROM THE HEADLINES route all the time now instead of only doing it once in a blue moon like in previous seasons--giving them a lot more leeway to develop characters and make their story the highlight instead of using the show to make a really heavy handed statement about Rhianna/Chris Brown, college rape cases, abortion, gay marriage, whatever the topic du jour is. A lot of what made those early seasons great was that even the one shot characters involved in the cases were more than caricatures clearly meant to be heavily based on issue-of-the-week personalities, and because of that the characters were more able to freely interact with them and each other based around them.

When I think of Law and Order of yore, I think of the episodes that were just good stories on their own. A lot of them had celebrity cameos, but you cannot tell me that, for example, the episode with Robin Williams wasn't really nicely put together, or the episodes where Mary Stewart Masterson would guest star. They really would make sure that those episodes were worthy of their talent, and...the writers really need to get around to doing that for the showrunners again if they're going to be nearly as compelling.
