I don't like Regina either. I don't think she needs redeeming qualities. Sometimes people are bad people. Sometimes people are completely self-serving.

I think she is very tragic figure, and she does have some redeeming qualities. Basically the reason she is so evil is because she keeps trying to do what she thinks is good and fucks it up badly. That and she has a bit of a skewed sense of right and wrong thanks to Cora and Rumple deliberately fucking her over when she was too young, sheltered and stupid to really know what she was getting into. Regina is the classic abuse victim who keeps fucking over her own life, and by extension others, and ending up repeating the cycle of abuse even though she doesn't want to.

Somewhere inside Regina there is a traumatized teenage abuse victim sitting all alone in the dark, crying, and doing what all abused teenagers do; which is try to control their surroundings. And every time she fucks up and harms others, she ends up retreating further into that cycle of behavior out of guilt and fear. That is classic behavior pattern for abuse victims who end up replicating their abuse. Do something to exercise control, see that fall apart and end up hurting everyone around, devise a way to exercise more control because it "stands to reason" (note: it does not really, but the human psyche is an odd duck at best) that the reason everything screwed up last time was the lack of personal control.

She doesn't need hate (although I admit she does need stopping), she needs therapy and probably institutionalized in-patient therapy at that.
