What bugs me more than the inconsistency is the obvious fakeness in most of these examples.

If there is an accent, get a native speaker to do it. Don't get someone to do an impression of it because that is what will sound fake and offensive. I cite Chris Eccleston's Scottish accent in the GI Jo movie. Or James Doohan's Irish accent in Star Trek.

Most of the time they just don't care about native speakers because a.) like someone up-thread pointed out the movie is made for Americans and the movie makers assume they won't hear a difference anyways and b.) native speakers often do not sound like the over-the-top fake accent and therefore people will find the voices odd.

Just a little story while I'm blabbering about accents: I'm originally from Southern Germany and when I was spending a few months in Oklahoma and New Mexico most people thought I was in fact French because I didn't sound like HEILWURSTSAUERKRAUT and I didn't look Italian enough to them, so they just assumed I must have been from another famous Euro country and that was France to them.
It was kind of funny!

Doohan's Scottish accent was, I believe, a deliberately mangled take on the accent of a friend of his. He couldn't be understood when he did it properly, so he corrupted it and shrugged off the result as a few centuries worth of dialect shift.
