No, it's not.

There's one character who could accurately be described as a "flaming queen" (though he's a spymaster, and uses frivolity to deflect questions frequently, so how much of that is genuine and how much of it is meant to make people dismiss him as fucking ridiculous and thus harmless is open to interpretation), and another who's very concerned with fashion and appearances (which is actually not unusual given the social context of the books) and starts out as one of said spymaster's more successful proteges. The third gay male main character isn't someone who could reasonably be called flaming by any measure, and there are several supporting cast members who are gay or bisexual men, including a very strait-laced military man, and a deceased archaeologist/adventurer/monster hunter.
