Well,imo the difference is that Cinna knows The Hunger Games are an aberration and undestands that they shouldn't be doing that. On the other hand, Effie thinks THG are awesome and that tributes should be grateful.

It's easy to understand why she idolizes her father. He was a good man and now he can't make a mistake. Most orphans in her situation have the same reaction. But her mom had a deep depresion after her husband died and Katniss and Prue would have died if Katnis wouldn't have taken care of the family when she was only a kid. I don't blame Katniss' mom for having a depression, of course, but it's easy to understand too why Katniss resents her a little. She's only a teenager in the end and she doesn't even have the same information about that sickness that we have now.

In the case of the career tributes, they choose to fight for their lives. They want to be tributes. No wonder Katniss doesn't like them.
