The first thing you should do is get in contact with her and just communicate about the problems. Hopefully she's reasonable and your noise is just getting her at a bad time, and you can resolve without things escalating. This is absolutely the ideal resolution, and everything after this is basically if she's not a reasonable person.

If she won't talk it out and keeps being passive aggressive, then all you can do is start reporting her for excessive noise. If she's not willing to be polite and compromise, then it becomes less about finding an equilibrium and more about just making sure that there's no repeat of this alarm crap.

So, if she does it again, report her! There is a HUGE difference between deliberately leaving an alarm on for hours and laughing with some friends. Her behaviour is deliberately disruptive and probably irritating more than just you in your building. Let her get in trouble for her bad behaviour - you're not doing anything wrong and you've obviously made great effort to be reasonable!
