If you can find a group that's willing, go for it. There's nothing inherently wrong or imbalanced about monstrous PCs if they're implemented well.

Some of the most fun characters I've played or DM'd for have been monsters.

So what's stopping you?

As long as you can find some unbroken sensible stats strengths/weaknesses, most good DM's will accept your custom build. Assuming you can't just find a source anyway.

Hell, the best ones let you go a lot farther...

4th ed has Dragonborn if you're interested in lizard people that have a breath weapon(might be fire, it's been a while since I played my 4th ed paladin).

This is the nerdiest fucking thing, but the DnD podcast I listen to has a dragonborn with acid breath. I think you get to pick what element your breath weapon does at character creation and just handwave it as "well my dude's great-great-granddad was a black/red/white/whatever dragon."

Also, to the OP: I literally cannot think of a reason why you couldn't just stat up a dragonborn and then say "but I'm actually a bitchin' triceratops wizard, FYI." 13th Age also definitely has dragonborn, and I'm pretty sure Changeling from White Wolf would totally let you pick Dinosaur as your theme animal for the Beast kith. Also Changeling is fucking awesome and I wish I could find a game that lasted for more than one goddamn session.

TLDR: Show up to the table with dinosaur character art and a good argument, and you can totally do this!

I did eventually learned about Dragonborn as a playable character, I found them interesting despite the lack of a tail and breasts on female (I mean, lizard-boobs? really?), a quite interesting choice for sure. I especially liked the choice for acid breath.

And passing a dragonborn as a saurial... That would do, I like it!

3.5 ed does dragon typed as well. You just need to find the source material and get an understanding DM. I'm currently playing a half orc half dragon with a line of acid breath weapon, bite and claws, and she's fairly glorious :D

Eh, one of my players (I'm a DM) plays as a shape-changing kitty (DnD 3/3.5 Rakshasas are basically that, if anyone's interested). Definitely an enjoyable character to have around, and if any of my players wanted to play dinosaurs, I would work with them.

Ironic, considering that last episode with D&D was a total farce. You'd think ONE of the writers/actors/someone on the set would have said "Uh guys, do you actually KNOW how to play?"
