EH....

That's debatable.

He tells Arya he was going to rape Sansa, but you can argue he was just trying to make Arya angry.

But then you have the actual scene where he leaves King's Landing and he goes to her bed and pins her down. I mean. Idk what his intentions were, but Sansa was pretty clearly terrified so... even if he didn't intend to rape her, he DID terrorize her.

Ok well, he pinned her down on a bed, and he was drunk, so what do you think he was going to do to her. It was pretty implied he was going to try to fuck her.

And you know, she is a child so any advances from an adult man are rapey really

What does it matter what his intentions were? Just because he could have done worse doesn't make what he did do any more acceptable. Pinning a young unwilling girl down to a bed is pretty indefensible, unless she was, I dunno, having a seizure at the time.
