That's debatable.
He tells Arya he was going to rape Sansa, but you can argue he was just trying to make Arya angry.
But then you have the actual scene where he leaves King's Landing and he goes to her bed and pins her down. I mean. Idk what his intentions were, but Sansa was pretty clearly terrified so... even if he didn't intend to rape her, he DID terrorize her.
