Aren't condoms fairly snug? Unless the dude is of the type that gets too-big condoms because he's "totally an XL Magnum!", a condom wouldn't be any more of a choking hazard than his actual dick.

I can attest that with a properly fitting condom this is totally fine. You'd have to be trying to suck his dick off to budge it, and.... friend, that's not how it's done. Also, basically what flavoured condoms were invented for.
