It is a contest in which each European country chooses a pop song, and then they all get together and perform them all, and everyone in Europe votes for which ones they like most (the votes are counted by country, and each country has the same number of points to give away). And then whoever gets the most points wins, and they have to host it the next year. And a lot of the songs are ridiculous and it's good fun.

Take a song contest, add wind machines, politics (the voting is very political and geographic), glitter, revealing clothes, batshit scene shows and a very drawn out voting process. Throw in a couple of weird hosts for good measure, and a bit of random French (because the French help pay for it, they get to be spoken to in their own language).
