AO3 is shit for small fandoms. In this aspect I'd advise you to check ff.net; without it my tiny game fandom probably wouldn't exist, and it remains intermittently active (also the fic is great). It depends on the source material and the kind of fans it'd attract, but it may just be it's so old that AO3 wasn't around when there was some activity in it, and people stuck to services that were around back then.

Try DA (it may take some digging around) and tumblr. Tumblr specially could be good if there's really nothing else for the fandom; there's no bar! you get free range in what you can post as fanworks.
