Back when there were a lot more Tangled secrets I specifically watched the movie to check for this (I love the movie, so it wasn't like I went out of my way). EVERY TIME Gothel says or does something indicating love or affection towards Rapunzel, it's directed towards the hair. She's either touching Rapunzel's hair or kind of stroking the hair, or something like that. I didn't see one instance of Gothel saying "I love you" on screen that didn't involve the hair in some way.

Gothel never loved Rapunzel. Gothel loved her hair.

I kept an eye out for this too when I first watched it (I heard spoilers way before I watched it on a whim), and, this is true. It's actually very creepy.

Yeah, I checked that too after seeing people commenting on it. It's a pretty awesome touch that they did that.

That said, I could see Gothel having a little bit of affection for Rapunzel but more as a pet/tool than as a child.
