And since they're cheaper, they also block any attempt of creating an actual market for legal sales (plus they don't pay tax, so the country doesn't earn anything either).

So what damages more the economy in the end?

You won't get any argument about that from me. Just pointing out why a country might get picky about downloads (can get tracked by foreign bodies etc) and not give a crap about cheap disks (keeps internal cashflow going).

Actually, hailing from one of those places, there is still a market for the legal product. Enough of us don't want shit copies.
