I feel like she loved her the best way she knew how. Gothel obviously had her own issues, and it looked like she genuinely viewed the outside world with distrust. So was she specifically manipulating Rapunzel to keep her inside or imparting what she thought was well-intentioned advice about the world? I like to think the latter. If she grew up with the same kind of parents she might not even realize that kind of thing isn't normal.
