Okay, so Gothel didn't get Rapunzel legally, but claimed to be her mother and Rapunzel believed her.

In OUAT, I understand Regina didn't get Henry legally (something about out-of-state adoptions?) but presented herself as his mother nonetheless.

I think if Regina can be called Henry's mother, Gothel can be called Rapunzel's. She's even less fit to be a parent, but that's the role she played.
