I think its a mixed bag of people who generally have social anxiety and people who are just saying they do because it sounds better than "I'm really shy." Plus, I'm sure there are a lot of people with other types of anxiety who just say "social anxiety" because its easier than trying to explain what they really have. (Also keep in mind that there have always been people with social anxiety disorder, but back in the day they were 'that strange recluse'.)

I personally judge legitimacy by how they talk about it. Most people who really deal with this kind of thing are pretty self-aware about it and aren't going to be throwing it around as an excuse for why they just can't do anything at all. When its something you deal with every day, you just learn to deal with things after a while.

I have pretty extreme social anxiety issues which affects things like my ability to handle money, use the telephone, post things un-anon, begin conversations, be in large public areas, drive a car, walk around in the open by myself, etc. but there are plenty of other social things I can handle just fine. I actually have a regular job as the owner/manager of a business, but I can't, for example, go out and buy lunch for myself because most of the time I would literally rather saw my hands off with a fork than deal with a cashier. A few years ago I actually didn't leave my house for about a year and a half because the panic attacks had gotten so bad.
