my guess is that a lot of them think "I'm not grossed out when I imagine making out with a girl" = "I am sexually attracted to girls"

being tolerant of gayness does not make you gay and it does not give you the "right" (?) to come out to your mom as like "hi I only date men and I'm in a relationship with a boy right now but in some theoretical world I can picture myself making out with Gina Torres so IN YOUR FACE MOM HOW DARE YOU OPPRESS ME WITH YOUR GENDER POLITICS" and the mom is like "ok honey that's nice"

Well, on the one hand, you're right, but this kind of attitude towards 'internet bisexuals' can end up causing problems for people who are still discovering their sexuality but are made to feel like, without a long history of actual homosexual relationships/activity and genuine oppression, they don't have the right to call themselves bi.

Basically, I think it's more important that people feel free to call themselves bisexual/pansexual without being attacked as "impostors" than that ONLY "true" bisexuals EVER call themselves that.
