Welcome to the any anime fandom ever (not counting huge popular fandoms estabilished for 10 years, like, dunno, YGO or pokemon). No matter how good, popular the series is, it's english speaking fans won't produce fanwork, ever. Maybe because these days writing fics only seems viable if you're doing it for a huge fandom, and they tend to be limited to live action US/UK movies and series.

Why is that? As someone who likes reading fic more than looking at fanart, it's so frustrating.

The fandoms are so small and short-lived that many authors think is pointless to write for an anime/manga fandom :/

Anime and manga have a stigma against them in English-speaking fandom. "Anime is for kids", people who say they've grown out of it, and particularly nowadays the whole weeaboo thing and related negative overtones. There are good authors who write in anime and manga fandoms, but they can be difficult to find.

I love JJBA enough that if I did fic for it I'd want to do it right and capture the energy and tone; perhaps that's a concern that's holding other authors back?

with super huge fandoms, there is a flood of terrible fic written by fans who don't care so much about writing as much as the fandom (and the attention), so there's not as much fear of having ridicule fall to you!

Part of it's probably percentages, too. If there are 5,000 people churning stuff out, it might seem as though all of it is bad because there just so much sewage to wade through.
