I think that tumblr post is talking about situations where show makers will, for example, give a Korean character a Japanese name cause omg all them asians are the same right? In that case, yes, it is offensive.

On the other hand, if you have a character who comes from a mixed background, who has a name that reflects on both of those backgrounds, nobody is going to take offence. These things are all about context.

As long as your name makes sense then it's fine. Don't do something like calling them "Sakura Delphine Cumberbatch".
