Okay, so say the fandom is basically one comm or website (and I'm getting the impression that more or less may be the case here, maybe even the one I belong to). everyone knows Writer A, so if Writer A writes something, they review it because it's Writer A. Writer A may review Writer B's much better fanfic, but people still pay more attention to Writer A, as opposed to Writer B even though Writer B is the better writer.

That really sucks. You'd think people would be interested in what their favorite author is interested, thinking they would have similar tastes. It may not always be the case but it never hurts to find out. That's how I've found some great fic sometimes. So yeah, that's sad to hear.

are author's notes allowed? if so, Writer A can give a shout out to a good fic of Writer B

Author's notes used in this way are awesome. I've found some great fic because fic authors recommended "if you like this..." stuff in their notes.
