It's the problem of trying to fit a canine face to a human head. To make it look natural with an actor inside, not just CG, you would have to build up the shoulder and chest prosthetics enough that you could disguise where the neck connects with the skull, make it look like it joins farther back, like it does on dogs and wolves.

Anything with the neck directly under the head is going to look strange, because it interrupts the lines of the canine figure, the flow from shoulder to neck through the face to the snout. I love werewolves in written works, but for adaptations, I always prefer the creators to just make it look like a big wolf/dog.
