How? It's not like she abuses him and it's clear she loves him.

Except... she does abuse him. She doesn't hit him, but she tries to draw him away from any person that might make him the slightest bit independent, and she emotionally abuses/manipulates him for the same purpose. No, he can't join extracurriculars, or go out to normal teen functions. That would take too much time from her. (or, as she puts it, the hotel. But he's a minor, he didn't want to move, he didn't want to run the hotel, and has no responsibility toward it.) She holds over him things that happen to her, as if his ultimate responsibility is to be at her side at all times, even when he'd have been unable to do anything to protect her. She's grooming him to become the man he is in the Psycho movies. It's not surprising, obviously, but it's terrible mothering.

Hell, even her friendship with Emma was because Norma could tell Emma liked Norman, and Norma wants to keep an eye on her.

+1. Yes she loves him...but it's an unhealthy love. It isn't good for either of them.

*should probably finish the season*

She is clearly emotionally abusive and manipulative. She loves him in a way that is entirely possessive and controlling and infantalizing. She is only sweet to him when he does exactly what she wants. Otherwise she turns cold and HUGELY passive-aggressive. She starts to do the same thing with Dylan -- makes him breakfast because she wants to ask him a favor (and then gets mad when he turns her down).

Norma's past experiences with sexual abuse make her a sympathetic character in some ways, but she is definitely revisiting that abuse on her son. There are obvious oedipal themes -- consider the scenes where she undresses in front of him (and then affects huffiness when he stares at her in her sexy black corset), when she climbs in bed with him, when she kisses him in uncomfortably intimate ways. Norman says several times that she's crazy or does things that don't make sense. It's true, and it's what motivates the vast majority of the drama.

I have to add that I feel really strongly about this character because she reminds me in a lot of ways of my emotionally abusive/manipulative mother. Not exactly the same but there's a definite abuse cycle happening that gives me the willies. Oof.
