I don't think it can be compared to a swastika really. I think the Deathly Hallows symbol is more like the swastika, considering both symbols originally had different meanings but were appropriated by people who did horrible things (Hitler and Grindelwald) and then the symbol's were so intrinsically linked to their causes and actions that people would then react negatively to them, despite their original meanings (like how Krum reacted to seeing Xenophilius wearing the DH symbol). Actually, Gindelwald went down the same year as Hitler so there's even more of a connection on that one.

But the Deathly Hallows symbol got re-appropriated in a way by fans as representative of the HP series because its connection to Grindelwald was only briefly mentioned, but its connection to the "quest" and its use to identify other believes of the Hallows was much more prominent... so now it's sort of used as a way of identifying other HP fans. So I don't really see any awkwardness with that one being used for tattoos.

Now the Dark Mark is more like the KKK symbol in my opinion. The films even designed the Death Eater robes as similar to the KKK robes. The meaning behind the symbol is uniquely associated with the cause of the groups who used them so it's a lot more iffy to me to tattoo a dark mark on yourself permanently. I've seen some nice temporary ones for cosplay, but like... permanently branding yourself with the symbol of oppression and genocide? Yikes. It's like the difference between people who think the villains are interesting, and actually thinking the villains were RIGHT or good.
