If it's something that they could have reasonably avoided, and the only reason it occurred is their own actions, then no. If they had no control over the actions, then yes.

For example, telling that to someone with their car broken into/stolen, because of smashed windows, etc. would be victim blaming imo.

However, telling that someone who had their car broken into/stolen because they left the windows wide open, the door unlocked, the keys in the ignition and/or the roof down would not be victim blaming, because there were steps they could have reasonably taken to avoid that situation (depending on the quality of their car).

If they could have reasonably taken action to avoid whatever happened, no. If they couldn't reasonably have taken action due to other people's actions, (rape, assault, being t-boned as you go through an intersection) yes.

But that's not an example of "only reason it occurred is their own actions". They are still the victim of a crime, and that crime was committed by outside forces not themselves. Is it stupid to leave your windows open and care unlocked? Yes, but I wouldn't say they deserved to be robbed or that a robbery is their fault.

The robbery occurring is not their fault. The robbery being easier than it would have been had they taken more precautions is.

Getting rained on -- not my fault. Not having an umbrella -- my fault. The dog trying to eat any available food -- not my fault. Leaving my plate in a dog-accessible location -- my fault. Good so far? Some loser roaming the neighborhood tossing firecrackers in people's front doors -- not my fault. My front door being unlocked for them to throw a firecracker through -- my fault.

Another human being rightfully bearing most of the existential responsibility and all of the moral responsibility does not vacuum up the responsibility we assign to people who did not take possible precautions.
