They have those sorts of rules so that 99.9% of people-- people who have nothing to do with the shooting in question, aren't actively exploiting actual tragedy for stupid fap-fodder. The fact that you are a part of the .1% whom this actually affects does not make the rule stupid or pointless or unnecessary. It just so happens this rule hinders you, that does not indicate an actual problem with that rule.

Seriously, there is a damn good reason rules like that exist. Sorry you ended up on the wrong side of it, but it's always better to play it safe than sorry.

But even if you're in the 99.9 percent who says you can't want this kind of prompt?

1) If it's a *kinkmeme* then it's not about stuff that's a-okay and shameless. It's about dirty little desires we know may be problematic or embarrassing or simply uncommon, but we want them anyway. Who is it possibly hurting to just want *fic* of a tragedy?! You don't know the reason the person wants it. Don't read if you don't like.

2) You don't have to be in your low percentage of .1% to need comfort or be affected. I've never been raped, but I have great fear of it and love to read post-rape h/c. It's soothing to the negative emotions I feel. So therefore I get positivity out of portrayal of rape. Isn't that exploitation? Yet it's a popular non-sexual kink in fandom and it's hurting no one - again, don't like, don't read.

Yeah, because it's SO likely that the survivors of a tragedy are going to both

1. Find out about the fic
2. give a fuck about it when they do

Not everyone gets their panties in a twist when someone writes something about a tragic event they lived through.

Concern trolling is about being self-righteous and nosy. Not particularly rational. The people who want to be melodramatic and hyper about the awful harm you might be doing to victims are perfectly happy to ignore the harm they're doing (in many cases, to other victims) by trying to make some subjects off-limits or tightly controlled. It sucks.

No. Sometimes it isn't 99.9 who aren't affected by something like this. A traumatic event can affect more people than the first responders, or the victims themselves. Something like a school shooting could happen down the street and someone can get nightmares from it and need a coping mechanism.

This is why people should find out in a civil manner first before dog piling someone for writing or reading fic like this.

You could use the same extension for people who wouldn't want to see fic being written about it. That's why there's the rule. There shouldn't be dogpiling, but it's just way too touchy for something that's supposed to be fun and not remind people of real life tragedies. A more private venue would probably be better.
