Learn to draw. It takes years and a serious, continuous effort. Start by drawing 3D geometrical shapes (cubes, spheres, boxes, cylinders), and then start drawing simple objects around you. Look at anatomy studies and anatomy books. Just really studying how everything is put together with your own eyes and trying to picture it in 3D makes your brain start learning. Then draw and draw and draw and draw. Seriously, there are tons of tutorials out there, just get started and stop making excuses.
Make your own script and see if you can team up with someone.
There are animation programs. Try first with small animations. Didn't you watch that interview where Ralph Bakshi said that this is the perfect time to make your own animations since there are so many tools available and to stop relying on the mercy of bigger studios?

Stop worrying about Japan and "making it big". Those are just distractions.
