Because I have zero faith that any show runner would do anything resembling a good job dealing with the concept of gender vs sex and gender fluidity that would go along with this change.

It'd either be an offensive mess or it'd blithely conflate sex with gender and just

Ooh. So the doctor is like a being that changes into all the various doctors, instead of each one being an individual? Then the change from male to female would be too awkward for TV I guess.

Yeah. The Doctor is the same being, but when he is near death he can regenerate into a new body.

And I'm sure that if this were to ever happen on the show the Doctor would be like "LOL! I HAVE BOOBS NOW!! ISN'T THIS HILARIOUS?"

It'd be awful.

That's exactly what the regenerated female Doctor did in Moffat's spoof "Curse of Fatal Death". Yeah.

Yes; he regenerates instead of dying. There are personality differences between the different regenerations, but they're ultimately all the same character, with the same memories and experiences.
