The PS4 does use discs. You can download digitally but it isn't necessary. As far as I know you don't have to connect your console to the internet (ever) unless the company that makes the specific game you want places some kind of restriction on it that forces you to do so. (That probably won't happen to many games.)

If you want to play PS3 games on a disc you'll have to get a PS3. :( The PS4 isn't backwards compatible which means it won't play PS3 discs. Technically you can play PS3 games (as well as PS and PS2 games) on a PS4 with 'cloud gaming' (so using the internet), but I'm not sure how much the cost will be for those games or if you'll be allowed to play games that you already own for free. (I imagine you'll have to pay again tbh, but since you don't own any PS3 games yet you should be fine. Unless the internet thing is a problem for you, in which case you would be better off buying a PS3.)

Also, just fyi, if you want to play multiplayer games on the PS4 you have to subscribe to Playstation Plus. You can download updates, use apps and social features without it, but if you want to play most online games you need to subcribe to Playstation Plus. (I think it's about $60 a year? Not sure.)

I wanted to add that Playstation Plus gives you free games too but you'd already replied. I think they give their subscribers about three to five games every month. I'm not sure exactly how it works since I don't have it, but I suppose they have a collection of games you can download once you're a subscriber, and every once in a while they'll change (add and remove) games for that collection.

So if you have a reliable connection, don't mind paying the subscription price and don't mind the no discs thing you could get some games for 'free'. (You do KINDA still pay for them imo, but...it's a pretty good setup if you want to play online multiplayer games.)
