Bland characters, especially those who are supposed to be the main characters, are often fan favorites BECAUSE they're bland. Their blandness allows people to insert their own ideas into the character without significant canon interference. They're basically placeholders for self-inserts.

That being said, it's been a while since I've seen the anime (or read snippets of the manga) but I don't recall thinking of Sakura as bland. Perhaps just not super-exciting as a heroine. It didn't really bother me though, I had the other characters to fan over :p.
