Are you saying it's not possible because she can't just sew it on, instead of making a new costume that included a symbol?

It was a joke. She's a fun character mostly put in comical situations. Something we don't get much of anymore.

90% of reasons for anything in comics are retcons on top of retcons to try to give reason to an arbitrary decision decades ago. Trying to give in universe reasons characters run around in primary color spandex.

Why does Superman have an S on his costume? Oh it's a Kryptonian seal that means Hope? Yeah ok. Totally doesn't stand for Super. Got it.

It's only because she was made by a man that we're even having this discussion. If a woman did the same thing we'd call it powerful independent woman progress bluhbluhbluh.

Take it from a person who's been doing commissions for a gentleman who wants pictures of women in fully covering loose outfits to fap to, guys can and will fap to any costume if they want. And who cares?

Though I prefer the idea that her symbol is the power symbol made with her cleavage. It's funny as hell. If you say all Power Girl is is fap fodder then you don't read comics. Good day.

You know what's the difference between Superman's S symbol and PG's boob-window? You can't honestly say, with a straight face, that Power-Girl's boob-window topping her massive chest was created for anything else other than to appeal to the straight-male gaze.

And, no, I don't think that if a woman would've made a character who's so prominantly defined by how attractive she looks to straight guys (wasn't there even a joke once that her boob-window was meant to distract her foes with teh sexy while she fights them?) we would call empowerment. More like internalized mysoginy.
