I can't help but think this is as much the fault of the GM as the person doing it. A good GM is supposed to make sure a group is well balanced--if one character is clearly copying another character, unless that person has taken the GM aside privately and said "Hey, I'm secretly angling my character to betray and 'replace' X's position on the team" then the GM needs to step in.

Perhaps you could talk to the GM about it, and how you're worried that what the other person is doing is throwing off team dynamics?
