You can certainly read it that way, but I'd argue that the text and structure can fairly be interpreted to support a reading in which Sebastian has come to have genuine feelings for Ciel by the end of the first season. And I've got an official Valentine's Day seiyuu event to support that interpretation, so I'm not sure you can say that there's no official support for it.

Aaah, I don't really watch the anime (I even skipped S1 entirely; jumped straight to S2). I DO understand why people ship it, though, what with the rampant teasings that Toboso draw regularly... Heh, but I'll be in my bunk waiting for fucked-up Ciel/Sebastian post S2 :P
