I'm not sure how much this qualifies, since I know you said no steampunk, but the world of Thief seems to use a lot of electricity in the Tesla fashion, and while the city is built in a very medieval European mode, it's full of factories and refineries and whatnot. Much of the most common technology comes through advances by the Hammerites, a sort of fantastic counterpart to the Catholic church; the second game has even more high-tech equipment such as coal-fired automatons, provided by a Hammerite splinter group called the Mechanists, and in terms of overall mood and design comes off as a wild mix of Victorian and 1920s art deco.
