Exactly this. I have no problem with any character exclusively bottoming, but more often than not, writers simultaneously give them a personality transplant - either as a kink or just because - into a cringing, weeping, and frail person just because they're on the bottom. So when people complain "why does X always bottom", what they usually mean is "why is X always written like some kind of broken flower completely contrary to canon". They just mistake the solution for being changing where the dick goes, instead of examining one's own preconceptions about it.

I once read a scene where a bottom laughed in the face of the idea that anyone somehow makes him bottom because he's weak, saying that, and I quote: "You fucking top because that's where I fucking want you." That's the kind of attitude I'm looking for and rarely find in m/m fandom.

It's a series of One Piece drabbles centered around Zoro/Sanji. The scene in question is in chapter 35 if you don't want to read the whole thing, but I recommend it. (Try not to let the iffy spelling and punctuation put you off, the writer needed a beta, but the content itself is some of the best I've seen for the pairing, or any m/m romance between equals.)

I've read more than one with Clint as a pretty pushy bottom, usually for Natasha or Steve. I don't even usually like slash but I enjoy it.

I wrote something similar once, where they were getting down to things and the older, more hardass, more emotionally unavailable one says 'Top me.'
