"Family" is a nebulous and personal concept - if it feels like a family, it's a family. Sometimes families are complete and sometimes they aren't, but it all depends on how you feel about it.

Some couples are families. I grant that.

I think a lot of the confusion is coming from - you see people saying "Couples are families", you assume they mean that every couple is a family, and that just seems deeply wrong and unintuitive.

Like, when do you use the word "couple"? Because to me it just means that someone is dating. So what I'm hearing here is that, if I start going out with someone for six months, we're a family all of a sudden. And that just does not seem right at all.

Then call yourself a couple and not a family. I don't see the problem here. The first line there was a direct response to the OP: a committed couple who consider themselves a family are a family, not that all couples were automatically families now.

You become a family when you decide to be a family. My partner and I live together and we care for a cat together - we consider ourselves a family. I'm offended that some people believe that we can't be a family simply because neither of us are interested in having children (and we never will be). If you don't consider you and your partner a family, that's fine, but it's your choice and shouldn't influence how you judge everyone else's definition.
