Re: Does a couple without kids count as "a family"?

I think they're both technically a family, but - when it comes to referring to them in casual conversation - I'll only use the word "family" if there's more than two people with regards to what I'm talking about. So a couple and their parents/brothers/uncles/aunts/cousins/etc, whether they be biological or in-law, would be a family. But just talking about two people, I'd use the word "couple". If referring to them and their pets maybe "household"? IDK.

I'd agree to that, I would probably refer to two people living together (or in a relationship) as an couple, but I would still think of them as a family, and if they refer to themselves as a family I would too.

The two words are not mutually exclusive, and you can be both.

I'm the same way. It's not that I don't think only certain arrangements of people count as families, but I don't use "family" to refer to a group of less than three people. That extends to single parents with kids. I would just say "[Person] and her/his kid" rather than "that family."

It's not a judgement on who is or isn't a family, but rather a matter of whether it makes more sense to use specific rather than general terms. "Family" is such a generic word that can encompass so much - not just partners or children, but also parents, grandparents, aunts, uncles, siblings, cousins, etc. ...even close friends! If I'm only talking about two people, it's easy to specify the relationship between them, but the more people you add to the group, the more cumbersome that gets and that's why I'm likely to say "family" when there are more than two people involved.
