I was stalked for a few years by a coworker (he would drive by the bus stops I had to wait at on my way to work/on my way home and leer at me) but he never did anything physical, (he filed lots of complaints against me at work, but that backfired on him, big-time, it was epic fail!tiems for him with HR) and eventually he moved on to stalking another coworker instead (who moved out of the country to get away from him).

Once I realized that A) I was never going to get anything like police protection unless and until he actually DID something to me (this was years before the really heavy anti-stalking legislation came in) and B) after a few years of this, he never actually DID do anything, I decided to stop being afraid. Either he would shit or get off the pot, and I would have the evidence I needed to go to the police and lock his scummy ass up forever and throw away the key, or nothing would happen. Either way, I win.

Why did this buttcrack of society stalk me for over four years, you ask? Because I talked to him for five minutes in the cafeteria one day.

holy shit, someone else actually fled the COUNTRY to get away? That's awful, that they felt they needed to uproot their lives to avoid a stalker (blaming the stalker here 100% in case that isn't clear, NOT blaming your co-worker for feeling threatened). I hope he got his sorry ass in big trouble. So glad there is more protection now.
