It's not "one true love", it's very specifically something that was the consequence of Remus' choices and actions. And then circumstances changed. It's not like Tonks was his soulmate or anything; he changed and the world changed around him and something that hadn't happened before happened. But the fact that it happened when it hadn't before doesn't mean it was magical. It could have happened otherwise.

Er, to be clear, the fact that Remus never fell in love was the result of his own choices and actions - Remus and Tonks getting together was not solely the result of his own choices and actions, being that Tonks played a role in it.
