It's to save from having to write out "transgender and transperson" each time. The asterisk encompasses both of those and saves from offending anyone by choosing only one the two. Whichever a person chooses, it's likely to offend someone. writing it as trans* also offends some people but it's common and functional enough that most people aren't offended by it and just ignore the ones who are.
