idk, unlike "dick", "neckbeard" has a specific connotation that doesn't apply to just any dude who you think is being a jerk. It refers (at least in my experience) to the sort of person who is very sexist against women to begin with - the one who is always saying nasty things to them online, especially telling them how ugly they are when they are in fact pretty unattractive themselves, largely due to lack of personal hygiene.

So is it gendered? Yes...but it's not used in the same way as "bitch" or "dick" or whatever.
